Sentosa Just Got Even Better: The Sentosa Cares Benefits Programme (2025)

For persons with disabilities (PwDs) and their caregivers, planning a visit to local attractions often involves logistical and financial considerations. In October 2025, the Sentosa Development Corporation (SDC) officially launched the Sentosa Cares Benefits Programme.

This initiative is designed to support the local disability community by reducing financial barriers to entry. The programme provides complimentary or discounted access to various attractions across Sentosa for eligible PwDs and their accompanying caregivers.

This guide provides a detailed overview of the programme, outlining the specific benefits, eligibility criteria for Singapore citizens and permanent residents, and the step-by-step application process required to utilise these privileges.

Overview

The Sentosa Cares Benefits Programme is a collaborative effort led by the Sentosa Development Corporation to foster a more inclusive environment on the island.

Who is it for?

The programme is specifically available to Singapore citizens and permanent residents who hold a valid disability certification. It acknowledges the role of support networks by extending ticketing benefits to caregivers, ensuring that PwDs can be accompanied without incurring full admission costs for their necessary support.

Key benefits

Successful applicants receive a confirmation letter that grants:

  • Complimentary admission for the PwD to participating attractions.
  • Complimentary or discounted admission for accompanying caregivers (terms vary by attraction).

Participating attractions

Several key attractions on the island have joined the initiative. Examples of current benefits include:

  • Axe Factor (Axe Throwing): Free PwD admission; Free one caregiver per PwD.
  • Madame Tussauds Singapore: Complimentary entry for the PwD, with a 30% discount for caregivers.
  • Mega Adventure Park: Complimentary admission for the PwD and one caregiver for specific activities like the MegaZip.
  • Pirates 4D (4D AdventureLand): Free PwD entry; 50% off single-show ticket for caregivers.
  • Singapore Cable Car: Complimentary rides for the PwD on the Mount Faber Line. Up to five accompanying caregivers can purchase tickets at a flat rate of $15 each.
  • Skyline Luge Singapore: Complimentary rides for the PwD. One accompanying caregiver receives a 50% discount on combo tickets.
  • Skypark Sentosa by AJ Hackett: Free PwD admission; Free one caregiver per PwD (excludes Zip, Climb, Jump & Sail packages).
  • Wings of Time Fireworks Symphony: Accessible seating available; Complimentary admission for verified PwDs; $5 admission for accompanying adult caregivers (up to a maximum of five adult caregivers per PwD).
  • YachtCruiseSG: Southern Islands Speedboat Tour; Complimentary admission for verified PwDs; 50% off for one accompanying adult caregiver, applicable only when accompanied by a verified PwD.

Note: Participating attractions and specific terms are subject to change. It is advisable to check the latest list during the application process.

Eligibility and application process

Unlike standard ticketing queues, the Sentosa Cares Benefits Programme requires an advance application and verification process. It is not possible to claim these benefits via walk-in without prior approval.

1. Eligibility criteria

To apply, the PwD must be a Singapore Citizen or Permanent Resident and hold one of the following valid documents:

  • Developmental Disability Registry (DDR) Identity Card (issued by SG Enable).
  • Public Transport Concession Card for PwDs.

Please note: This programme is currently not applicable to international tourists or non-resident visitors.

2. How to apply

The application process is handled digitally through the Sentosa website.

  • Timeline: Applications must be submitted at least 7 days before the intended date of visit.
  • Documentation: Applicants need to download the Sentosa Cares Benefits Programme Application Form and prepare a digital copy (scan or photo) of the PwD’s DDR ID card or Concession Card.
  • Submission: The completed form and supporting documents should be submitted via the Sentosa "Contact Us" webform. Select the "Sentosa Cares Benefits Programme" category to ensure the request is routed correctly.

Once processed, successful applicants will receive a Confirmation Letter via email. This letter is valid only for the specific date requested in the application.

3. Booking caregiver tickets

While PwD admission is often complimentary upon verification, caregiver ticketing procedures vary:

  • Other Attractions: For many other venues (such as the Cable Car or Luge), discounted caregiver tickets can be purchased at the respective ticketing counters on the day of the visit by presenting the confirmation letter.

On the day of the visit: Verification and checklist

To ensure smooth entry at the attractions, applicants must follow the verification protocol strictly.

Verification requirements

Staff at the attractions will verify eligibility at the point of entry or ticketing. You must present:

  • The confirmation letter (issued by Sentosa).
  • Original photo IDs for both the PwD and the caregiver(s) for identity verification.
  • Physical presence: The PwD and the caregiver must be present together. The discounts for caregivers are contingent on their role in accompanying the PwD; the benefits are not transferable if the PwD is not present.

Travel planning checklist

  • Verify weather conditions: As many participating attractions, like the Skyline Luge and Mega Adventure, are outdoors, check the forecast prior to the visit.
  • Accessibility routes: Utilize the MySentosa App to locate accessible routes, lifts, and amenities throughout the island.
  • Documentation: Ensure all ID cards and the confirmation letter are easily accessible upon arrival to prevent delays at admission gantries.

Additional accessibility initiatives on Sentosa

Beyond the ticketing benefits for residents, Sentosa has recently introduced new infrastructure and tour options to improve physical accessibility on the island. These initiatives are available to facilitate movement and leisure for visitors with mobility challenges.

1. Accessible beach track at Siloso Beach

Operational since August 2024, this is Singapore’s first accessible beach track. It addresses a common barrier for wheelchair users—navigating sandy terrain.

  • Specifications: The track spans 23 metres and is constructed with a slip-resistant surface.
  • Facilities: It is located near accessible restrooms to support extended visits.
  • Function: The track creates a firm pathway over the sand, allowing Personal Mobility Aids (PMAs) and wheelchairs to access the beachfront safely without the risk of wheels sinking into the soft ground.

For visitors seeking a structured itinerary, the Sentosa Wheel Venture Accessibility Tour provides a curated, 5-hour exploration of the island.

  • Format: This is a dedicated wheelchair-accessible tour designed specifically for mobility-challenged visitors.
  • Guides: The tour is led by persons with disabilities, ensuring that the route and pacing are managed by guides with first-hand experience of accessibility needs.
  • Itinerary: The schedule typically includes visits to the Sentosa Nature Discovery, SkyHelix Sentosa, and Palawan Beach, concluding with a seated dinner.
  • Booking: This tour is organized and bookable via Ludus Lab.
